AEL cannot promote itself because a founder wants a launch. It activates only when every deterministic security, independence, economic-use, continuity, audit, distribution, and supply gate passes in the same finalized state.

When the report is ready, an active agent signs the exact readiness hash, genesis hash, and source state root. Consensus verifies the snapshot, commits a one-way transition, changes the chain ID to ael-mainnet-1, advances the consensus epoch, and disables the faucet.
The public API exposes every blocker. A failed audit, insufficient operator diversity, review-only work, or unsigned wallet distribution keeps the network on devnet.
